Safe Streets and Roads for All (SS4A) Grant Program

The SS4A program, created by the Infrastructure Investment and Jobs Act (IIJA), provides $5 billion (2022–2026) to improve road safety and eliminate traffic deaths using a Safe System Approach.  The SS4A program is a major federal investment helping communities plan and implement road safety improvements, with a strong focus on data-driven strategies and eliminating traffic deaths nationwide.

Purpose:

  • Reduce roadway fatalities and serious injuries
  • Support local, regional, and Tribal safety initiatives
  • Align with the U.S. DOT’s goal of zero roadway deaths

Funding Status:

  • $3.9 billion already awarded to over 2,000 communities
  • About $1 billion remains for future funding rounds

FY 2026 Funding Opportunity:

  • Application deadline: May 26, 2026 (5:00 PM EDT)
  • Applications submitted through a competitive process

Eligibility:

  • Metropolitan Planning Organizations (MPOs)
  • Local governments (cities, counties, boroughs, etc.)

Grant Types:

  1. Planning & Demonstration Grants
    • Develop or improve a Comprehensive Safety Action Plan
    • Fund safety planning and pilot/demo projects
  2. Implementation Grants
    • Fund actual safety projects and strategies
    • Requires an existing Action Plan
    • Can include infrastructure, behavioral, and operational improvements

FY 2025 Awards Highlights:

  • $982 million awarded to 521 communities
    • 454 planning grants (~$296M)
    • 67 implementation grants (~$687M)
  • Focus areas:
    • High-risk roads (1,000 deaths, 7,000+ serious injuries over 5 years)
    • Rural and Tribal communities (50% of awards)
    • Emergency response improvements (48 EMS-related projects)
