Recycling Performace Grants

The Pennsylvania Department of Environmental Protection offers Municipal Recycling Program Performance Grants to local governments across Pennsylvania that operate established recycling programs. These grants are intended to support and encourage higher recycling rates by rewarding municipalities based on both the amount of material they recycle and the effectiveness of their overall recycling efforts.

Under the program, communities may receive funding for recycling a wide range of post-consumer materials, including aluminum and steel cans, glass, plastics, corrugated cardboard, newspapers, and other marketable paper products. Materials collected from residential properties, commercial establishments, schools, colleges and universities, and community recycling events may all be included when calculating grant awards, provided the materials meet eligibility requirements.

To qualify for funding, applicants must maintain clear and accurate documentation showing that the recyclable materials were generated within the municipality’s boundaries, were eligible under program guidelines, and were properly recycled or marketed during the reporting year. The Department also specifies that residual waste generated during the collection or processing of recyclables cannot be counted toward grant totals.

The grant program is administered by the DEP under Act 101, with additional requirements established through Act 140 of 2006. These laws were designed to strengthen municipal recycling efforts throughout the Commonwealth and provide financial incentives for long-term waste reduction and recycling success.
