2026 Keystone Grant Cycle Application
The Office of Commonwealth Libraries opened the Keystone grant application on September 9, 2025 with a submission deadline of November 25, 2025 at 12 noon. Awarded grants will begin and complete project work between April 1, 2026 and September 30, 2027.
5 Ways to Avoid Becoming a Victim of Grant Fraud or Scams- While you search for grants or other financial assistance from the government, there are scam artists using sophisticated tricks to steal your money and personal information over the phone, through email, or physical mail. We have recently seen an increase in calls to our help desk from victims of fraud and scams. Here are five tips on how to protect yourself and your finances from scam artists.
Registration Open for Annual C2P2 Grant Workshop- Registration is now open for the Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships Program (C2P2) annual grant workshop.
Last year, C2P2 awarded more than $80 million in grants for local park, trail, acquisition, and other recreation and conservation projects. The free, virtual workshop will take place on Thursday, November 6 from 9:00 AM to noon. Anyone interested in applying for a C2P2 grant in 2026 is strongly encouraged to attend.
The workshop will take place virtually via a Microsoft Teams Town Hall. Attendees do not need Teams installed on their computers to access the workshop. Videos of workshop presentations will also be made available on the DCNR YouTube channel for those who cannot attend. The workshop will explain:
- Who can apply
- What can be funded
- How to make project applications more competitive
The workshop is free, but pre-registration is required to ensure participants receive needed materials.
Pennsylvania Housing Finance Agency Announces the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Fund Application Period Now Open
The Pennsylvania Housing Finance Agency (PHFA) is now opening applications for the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Fund to build and repair more affordable housing across Pennsylvania.
The 2024-25 bipartisan budget signed into law by Governor Shapiro brought total PHARE funding available this year to over $85 million — nearly doubling the Commonwealth’s commitment to affordable housing.
Applications for PHARE funding must be submitted online through PHFA’s portal at https://phare.phfa.org/Login/Login.aspx by 2:00 PM on Thursday, November 20, 2025.
The PHARE fund has been allocating money for local housing initiatives since 2012. These funds have produced significant housing benefits during the last 13 years, including:
- 3,912 affordable housing units created or rehabilitated
- 718 potential new homebuyers receiving downpayment/closing cost assistance
- More than 11,100 families/households receiving housing counseling and financial education
- 511 households benefiting from healthy housing investment funds
- More than 22 million households in danger of homelessness assisted by PHARE-funded programming

Office of the Budget: Redevelopment Assistance Capital Program (RACP)
Application Window Open Now
The Redevelopment Assistance Capital Program (RACP) is a Commonwealth grant program administered by the Office of the Budget for the design, acquisition, and construction of regional economic, cultural, civic, recreational, and historical improvement projects.
RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity.
RACP projects are state-funded projects that cannot obtain primary funding under other state programs.
A new RACP funding round window is now open and will close Tuesday, September 23, 2025 at 11:59 p.m.

Applications open September 1, 2025
Applications due November 30, 2025
The PA Race Horse Development and Gaming Act (Act 2004-71), as amended, provides for the distribution of gaming revenues through the Commonwealth Financing Authority (CFA) to support projects in the public interest within the Commonwealth of Pennsylvania.
Uses include projects in the public interest. Projects that improve the quality of life of citizens in the community. Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization.
Transportation Alternatives Set Aside Program
Draft Application Submission Deadline: September 5, 2025, by 4:00 PM (now mandatory)
Final Application Deadline: October 31, 2025
Mandatory Pre-Application Meeting: All interested applicants are required to meet with PennDOT District staff and MPO/RPO representatives to review their project scope, policies, and regulatory requirements.
The federal Transportation Alternatives Set-Aside (TASA) provides funding for projects and activities defined as transportation alternatives, including on- and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, environmental mitigation, trails that serve a transportation purpose, and safe routes to school projects.
Rural Housing Preservation Grant
Applications due September 4, 2025
The HPG program provides grants to qualified organizations to repair or rehabilitate homes, rental properties, or co-ops occupied by low- and very-low-income residents in rural areas. Eligible applicants include most state or local governmental entities, federally recognized Indian tribes, nonprofits, and faith-based organizations.
In addition to regular program funding, $2,100,000 remains available from the Consolidated Appropriations Act of 2023 to help people repair homes they own or rent that were damaged by a Presidentially declared disaster in calendar year 2022.

Properties proposed for repair must have damage from a Presidentially declared disaster in 2022. See the FEMA website: https://www.fema.gov/disasters. On that page, set Year to 2022 and set Declaration Type to either “Major Disaster Declaration” or “Fire Management Assistance Declaration.”

Maximum award: $50,000.
Preapplications may be submitted to Rural Development State Offices.
Endowment Act- Treatment Training 2025
Applications due September 12, 2025
The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications for funding under the Endowment Act – Treatment Training.
Act 1 of 2013, better known as the “Endowment Act,” directs PCCD to distribute $48 million in National Collegiate Athletic Association (NCAA) monetary penalties levied on the Pennsylvania State University (PSU) to the victims/survivors of child sexual abuse in the Commonwealth.
Act 1 states: “Unless otherwise expressly stated in the agreement, the funds may only be used within the Commonwealth for the benefit of the residents of this Commonwealth and on any of the following:
(i) Programs or projects preventing child sexual abuse and/or assisting the victims of child sexual abuse.
(ii) Multidisciplinary Investigative Teams (MDITs) established under 23 Pa.C.S. (relating to domestic relations).
(iii) Child Advocacy Centers (CACs).
(iv) Victim service organizations that provide services to children subjected to sexual abuse.
(v) Training of persons who are mandated by law to report child sexual abuse or to treat victims of child sexual abuse.”
Application for the Fire Company and Emergency Medical Service Grant Program
The Fire Company and Emergency Medical Service Grant Program established under 35 Pa.C.S. Chapter 78, Subchapters B and C, as amended by Act 54 of July 11, 2024, will be accepting applications soon. Fire, rescue and emergency medical service companies seeking grants under the Program shall submit completed applications no later than 4 p.m. on October 20, 2025. Written instructions and guidelines for the 2025-2026 Program and grant applications will be available online at the Office of the State Fire Commissioner's website at https://www.pa.gov/agencies/osfc no later than September 5, 2025.
National Electric Vehicle Infrastructure (NEVI)
Applications due October 1, 2025
The PennDOT NEVI Formula Grant Program provides the federal funding received by Pennsylvania from the US Department of Transportation to plan, implement, operate and maintain Electric Vehicle Station Infrastructure (EVSI) site across Pennsylvania. This funding provides up to 80% of the eligible cost of an eligible project.
The initial focus of this funding is for states to strategically deploy Direct Current Fast Charging (DCFC) stations along their designated Alternative Fuel Corridors (AFCs), to help build out the national EV AFC network.
Once a state’s AFC network is “fully built out” according to FHWA criteria — NEVI-compliant DCFC stations that are both: a) no more than 50 miles apart along each AFC; and b) no more than 1 mile from the nearest AFC exit — then that state may use NEVI Formula Program funds for EV charging infrastructure on any public road or other publicly accessible location.
Innovative Finance and Asset Concession Grant Program
Applications due October 1, 2025
The Innovative Finance and Asset Concession (IFAC) Grant Program, established by the Infrastructure Investment and Jobs Act (IIJA) in 2021, authorizes $100 million over five years to assist public entities in exploring innovative financing and delivery opportunities, including facilitation and evaluations of public-private partnerships for Transportation Infrastructure Finance and Innovation Act (TIFIA) eligible projects.
Two types of grants are available under the program:
Technical Assistance Grants
- Asset Scans: Conduct assessments of multiple existing assets.
- Advancing a Program of Existing Assets: Conduct pre-construction tasks that consider innovative financing and delivery to achieve project goals.
For Technical Assistance Grants, two or more existing assets must be bundled together for joint analysis.
Expert Services Grants
Expert Services Grants can be used for Exploring opportunities to leverage public and private funding or alternative approaches to project delivery or procurement of an identified asset or group of assets. For Expert Services Grants, more than one asset may be developed as long as the proposed activities pertain to specific projects and are not programmatic in scope.
Keystone Grants for Public Library Facilities
Applications due October 10, 2025
The Pennsylvania Department of Education’s (PDE) Office of Commonwealth Libraries is
accepting applications from eligible applicants for grants to improve the physical facilities of
state-aided public libraries.
- Grants may be requested up to a maximum of $750,000.
- There is no minimum amount that may be requested.
- Grant amounts may not exceed 50 percent of the total project cost.
- Grants will be awarded on a competitive basis by PDE and guided by an assessment of the applicant’s needs, funding priorities, and grant award criteria.
- Grant payments will be made on a reimbursement basis.
Recycling Performance Grants Available
Local governments with recycling programs are eligible for Recycling Program Performance Grants. Grant awards are based on the total tons recycled and the recycling rate of the applicant.
Eligible materials include post-consumer aluminum and steel cans, glass, plastics, carboard, newspapers, and other marketable paper products. Recycleables from residents, businesses, schhools, colleges, universities, and community events count toward the grant.
Applicants must keep documentation showing that materials were eligible, generated within the applicant's boundaries, and were recycled or marketed during the covered year. Residues from collection or marketing of recyclables are not eligible.

Department of Community and Economic Development: PA SITES
Who May Apply: Municipalities, economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations.
Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania.
Funds: $400 million in funding is available.
Application Deadline: Applications are accepted on a rolling basis and approved on a quarterly basis

Department of Agriculture: Farm Vitality Planning Grant
Who May Apply: Farmers, prospective farmers, and others may apply.
Use: Strategic business planning to expand or diversify farms or support transition of ownership.
Funds: $500,000 in funding is available. Grants shall not exceed $7,500.
Application Deadline: Applications will be received until funds are exhausted.

Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant
Who May Apply: Technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, economic development organizations, and non-profit organizations. For-profit entities are not eligible.
Use: Projects must focus on the development and deployment of workforce training programs for individuals with barriers to employment, engage youth or those with barriers in awareness building activities of manufacturing career opportunities, and advance capacity for local or regional manufacturers to meet the needs of local and regional manufacturers that cannot be met through existing programs such as WEDnet and Industry Partnerships.
Funds: Funds are available on an annual basis and vary based on recommendations and constraints set in the annual budget.
Application Deadline: Applications will be accepted and evaluated on an ongoing basis as long as funds remain available.

Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program
Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.
Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles.
Funds: Rebates vary depending on type of vehicle purchased.
Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available. Please note applications must be received within six months of the date of the vehicle purchase.

Department of Environmental Protection: WIIN 2107: Voluntary School and Childcare Lead testing and Reduction Grant
Who May Apply: Childcare facilities and schools located in Pennsylvania with lead in drinking water sample results within 36 months of the application date showing water fixtures exceeding the remediation trigger level of 5 ppb (parts per billion).
Use: Reduction activities may include purchasing and installing hydration stations, point-of-use devices designed to remove lead or replacement of faucets. The primary goal of this grant program is to reduce children's exposure to lead in drinking water.
Funds: Funding under this grant has been appropriated under 1464(d) of the federal Safe Drinking Water Act. Funding provided will be up to $3,000 per hydration station per 100 students in one building. Up to $30,000 may be awarded per building/childcare facility or $100,000 per school district.
Application Deadline: Applicants are strongly encouraged to schedule a pre-application meeting to discuss their lead reduction plans to ensure they meet applicable program criteria. Meetings can be scheduled by emailing RA-EPWIINLEAD@pa.gov.
