Apply For Green Light—Go: Pennsylvania’s Municipal Signal Partnership Program
October 24th, 2025The Pennsylvania Department of Transportation (PennDOT) is inviting municipalities and metropolitan or rural planning organizations to apply for funding through the Green Light—Go Program, a competitive, reimbursement-based grant program established under 74 Pa.C.S. Chapter 92 and 75 Pa.C.S. § 9511(e.1). The program provides financial assistance for the replacement, synchronization, timing, operation, and maintenance of traffic signals. Applicants are required to provide a 20% local match.
For Fiscal Year 2026–2027, up to $40 million is available for eligible projects such as:
- Upgrading traffic signals to LED technology and intelligent transportation systems
- Implementing connected and autonomous vehicle-related technologies
- Performing signal retiming and regional traffic operations
- Developing special event traffic management plans
- Monitoring, maintaining, and operating traffic signals
Key Dates:
- Pre-Application Project Scoping Forms due: January 2, 2026
- Application window: March 1–31, 2026
Applications and all supporting materials must be submitted electronically through PennDOT’s Traffic Signal website: docs.penndot.pa.gov/Public/Bureaus/BOO/TSPortal/index.html. Paper copies will not be accepted.
Awarded projects will process grant agreements and reimbursement requests through the Commonwealth’s Electronic Single Application for Assistance system.
