As the result of recent audit findings by the Department of the Auditor General concerning liquid fuels expenditures by municipalities for traffic signal maintenance services, the Department of Transportation (PennDOT), with the concurrence of the Auditor General, is issuing the enclosed guidance to assist you in procuring these services going forward.

In short, these services need to be advertised and procured competitively in accordance with the applicable municipal code or relevant Penn DOT policies, and not as no-bid items.
